It could also be due to heat problems. Back in the early 2000s, with most power supplies being top-mounted, I had a unit that required an exhaust fan beneath it to prevent overheating, just like your setup.

It's likely not the direct problem, but since you just went with the cheap PSU that the previous owner put in, as another precaution I'd ask: did you freshly install Windows 11? You should never be using an OS install from a previous owner.
