I'm out of guesses maybe someone else will come up with an idea.
Have you tested MemTest86+ with your RAM?
It’s best to inspect each DIMM individually. Start the computer using a MemTest86+ USB drive and record the memory clock rate during operation.
Let the test run through at least one full cycle for each DIMM. Any issues should be marked as problematic and the DIMM should be avoided.
For extra precision, examine each DIMM from every pair in all four slots on the motherboard to eliminate channel or socket faults.
I BELIEVE IT MAY RELATE TO THE MANY FILE SYSTEMS, CAUSING A SLOWER STARTUP TIME.
That's a good point. I've got several machines with at least eight hard drives and a bunch of SSDs and they do take longer to boot up than a slimmed down system.
BIOS drive interrogation adds another 20 seconds to the boot up time on the 3800X and even longer on the Phenom II X4 965. The 7950X only has five hard disks and three M.2 drives to cope with.
