Hi,
The screen displayed is the one shown in the link. I pressed the Esc key to restart and it went back to the BIOS. I didn’t make any changes and exited the BIOS, after which the PC booted normally, though a bit slow. Once it was running, everything seemed to work correctly.

The error indicates a device failure. Try booting the PC using only the keyboard and connected mouse. What occurs next?

Both sfc and DISM come back with no errors
When you say just keyboard and mouse the only other thing really plugged in is ethernet and a headset although its 3 monitor setup as well.
I'm pretty sure all system drivers are up to date, to the best of my knowledge at least
I probably should have noted that
this started after upgrading the motherboard, CPU & RAM
as below:
