It seems the setup looks good for power delivery. The 3090 can handle more power from two cables instead of one, which is beneficial. The left lower cable likely serves as a CPU power cable. In the photo you shared, it's unclear if the wire count matches your front panel requirements. Could you confirm whether the pins in the front panel connector align properly when using a screwdriver? If everything lines up correctly, the connection should work smoothly.
It seems there are only two wires on the top row for the power LED. I’m not sure where the power switch connections go to the panel. The bottom right two wires correspond to a power LED that uses three wires. You should arrange them as shown in the second picture. Apologies for the unclear handwriting.

Absolutely, the front panel work is crucial, and it's quite simple to misinterpret. It seems like they should have created a dedicated connector for this by now.
Do you know if the CPU pins were properly straight before installation to avoid further bending?
It's a frequent error to apply thermal paste incorrectly... This might indeed pose a problem.
I notice the reset pin positioned slightly to the right could possibly activate the chassis lockout feature.
