Consider using your old CPU. Test one RAM stick at a time in various slots. Reset the CMOS or, while in BIOS, use the revert bios to stock settings. What hardware are you working with?
Did you reinstall Windows following your CPU upgrade? Windows tends to behave strangely after new hardware is added. It could be a software issue, but I believe the operating system is more likely to be the problem.
