I recently cleaned my Optillex 9020, replacing the GPU, RAM, and drives. I used an industrial vacuum to blow air inside, and after a few days it was clean and functioning properly. When I turned it on, the hard drives started spinning but no power reached the ports—it didn’t attempt to load anything, just spun the fans and read from the drives. I checked the error code on the power button, which indicated issues with the motherboard or RAM. After removing the GPU and battery, the PC booted into the OS and worked fine after turning it off and reassembling everything. However, the problem persisted even after replacing the RAM on another computer. Noticing some bent pins and resistors, I tried replacing the RAM, but it didn’t work. Is there a chance to fix this or is the motherboard completely dead?

Yes I know what a vacuum is but there is a way to reconnect the tube into the exhaust and I am sure I did not touch any components, tried to remove and reconnect everything already. I suppose that some jumpers might be missing but I don't know which ones exactly should be there or not

Consult the motherboard's User Guide/Manual for details on jumpers and their required settings.
