The PC started working fine, but then it stopped abruptly and never came back on again when the graphics card was connected. Please help.

More information needed.
Update your post to include full system hardware specs and OS information.
Include PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?
Disk drive(s): make, model, capacity, how full?
List of all connected peripherals.
Wired or wireless network?

What is that green looking "gel" ?
Almost appears that some component melted or burst.
Take and post some additional photographs that show more of the system and boards in question.

Update your post to include full system hardware specs and OS information.
Include PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?
Disk drive(s): make, model, capacity, how full?
List of all connected peripherals.
Wired or wireless network?

There's a vague possibility someone has doused the area with flux amd not bothered to clean up.
I don't like the look of that large blob of solder to the left of the lower semiconductor. It might be a dry joint and are there SMDs mixed up in it too? If so it's a botched job. A nasty mess.
It's time to take the board to a competent repair technician and see if it's junk.

I agree. Upon another review, it seems the chip in the center of the green gel/flux and solder might have been swapped... That was a failed attempt...
