I own a TUF B650 Plus with Wi-Fi card and my CPU is a Ryzen 7 7800X3D. I don’t have a GPU yet, but the CPU should include integrated graphics so it should function properly when I power on the PC—it displays everything like the CPU, RAM, and NVMe storage. However, when I plug in my USB drive with Windows and try to boot, it just restarts back into BIOS.

No, the USB drive does not automatically take you to the setup screen; it only restarts immediately when connected.

At first, the system launches through BIOS immediately. Choosing the USB device and pressing save and exit causes another restart followed by a return to BIOS.

Spam F8 through F11 works. The boot menu key varies by maker/board. Looks like F12 isn't the right one.
