I just assembled my first PC with a Ryzen 5 3600 CPU, an Asus B450F motherboard, a gaming GPU from Asus ROG Strix RTX 2070s, and Corsair 2666 MHz 2x8 RAM. She worked perfectly at first, but I decided to overclock the CPU. I changed the BIOS settings and adjusted the MHz to 4200 and the voltage to 1.4. After saving and restarting, the PC still doesn’t boot and the motherboard light is blinking. No display appears either. Could you help me? Thanks in advance.
It's a bit too much power, but it shouldn't harm the CPU just yet. If you're worried, try resetting the CMOS by connecting the two pins with the CLR_CMOS label for about two seconds or take out the battery (the small round part on the board) for half a minute.

I worry something might have been damaged by the high voltage. Do you have another CPU or motherboard available? Also, be sure to reset the BIOS before installing a new CPU.
I haven’t had any previous build, but the motherboard says it’s a VGA issue. The white light indicates a VGA problem.
In fact, the VGA light indicates a PCIe lane problem; it could relate to VGA since that's where it originates, or possibly to the CPU as well. Try resetting CMOS by draining the capacitor, then follow these steps: unplug the PSU from the wall, turn the PSU switch back on, remove the CMOS battery, toggle the switch briefly with a few seconds in between (still unplugged!), repeat a few times until it’s off, press the PC power button a few times, and wait about 10 minutes. If it doesn’t work, consider moving forward.
