Any update on this? I'm having the same issue. Recently upgraded my CPU to a 13600k and an ASUS Z790-H motherboard with a couple of corsair vengeance DDR5-6000 RAMs and now i'm stuck in this "NEW CPU" screen. Pressing F1 to go to the BIOS doesn't do me any good. The computer just shuts down after 15 seconds.
I don't believe that's accurate. It suggests using F1 to access settings, which will cause shutdown in 15 seconds. I've tried pressing F1/Del to open BIOS but it doesn't register the key inputs I make. The keyboard is recognized because it displays 3 KB in the system and the lights on my keyboard activate during this display.
