I'm new to this, so I can't be sure it will fix the issue. However, consider performing a complete system scan with any antivirus you prefer, followed by a malwarebytes check. Use CCleaner and clean its categories: Windows, Applications, Registry. Restart your machine then open Command Prompt and enter "ipconfig/release". Next, type "ipconfig/renew". Run Command Prompt as admin and input "ipconfig/flushdns", then "ipconfig/registerdns". Restart once more and observe the results. In tough moments, we often have to take bold steps.

Thanks for the advice. I followed all the steps and when I restarted my computer and opened the Steam site, Chrome showed me this error: ERR_CONNECTION_REFUSED. Each time I tried again, the page would become blank right away. It's really annoying.
