I just assembled my first PC using these details: an i5 6600k, H100i v2 liquid cooler, ASUS Z17A, a GTX 1070, 8 GB DDR4 2133 RAM, single-channel in the Corsair Air 740 case with six fans. It comes with a 1080p monitor at 60Hz. However, OverWatch reports 61 FPS, which feels too low compared to what my friend gets with a weaker processor under similar settings. I had a frame cap enabled but turned it off and restarted the game, yet it still showed 60 FPS.

Hello, it seems there might be a misunderstanding here. If turning off V-Sync doesn't resolve your problem, let me suggest a diagnostic approach I encountered before. If the thermal paste between your CPU and cooling solution becomes hard or uneven, it could lead to performance issues. Removing your cooling system from the CPU might also require reapplying thermal paste. Hope V-Sync was the cause. Much easier to handle.

I mentioned it earlier and I'm repeating it. Overwatch runs smoothly at more than 60 FPS on a 60 Hz screen—it doesn't make sense to say otherwise. Upgrade your monitor!

It doesn't need to make sense. If he isn't achieving the expected results, there must be an issue.

It seems like you're pointing out a potential issue with your setup. Make sure VSync is enabled or adjust the frame rate limiter in the game to 61 FPS.
