After adjusting my R7 240 with MSI Afterburner, the settings I configured seem to decrease when running a game. I've experimented with OC profiles for the OC values but haven't had success. My system details are as follows: CPU FX6300, motherboard M5A78L-M LX V2, GPU R7 240 2GB, RAM 8GB DDR3, two hard drives plus an SSD, and a Gamemax GP 650 power supply.

I used the specified values and enabled both voltage control and voltage monitoring in the app.

I assume you're using RTSS to monitor telemetry.
I'd suggest you run a benchmark and use GPU-Z/CPU-Z to see if you're actually having an issue or not.
