Whats the boot drive set up to? Make sure its the DVD or the USB you're trying to install from. You should be able to format the HDD from the windows installer (unless it can't get that far). Most of my experiences with windows repair have been hopeless, it's usually best to go for a clean install unless you've got important files on the machine. It could also be an issue with the repair disk itself. If it's a DVD, is it scratched?

He’s already allowed me to clear, but the laptop won’t let me move past the setup screen because it’s still on from 7 PM.

It seems to relate to the drivers. Consider turning off the floppy drive in the BIOS or switching your HDD from AHCI to IDE in the BIOS. NOTE: Do you have any external devices connected? Check that you're using the simplest setup (charger and removable media with Windows Recovery). If possible, share the laptop model and specifications.
