The card is clearly functioning: it operates correctly on the AMD PC.
If OP has plenty of time, he might try swapping the PSUs between the two computers to determine if that fixes the problem.
Personally, I’d prefer to replace a low-quality PSU regardless of whether it resolves this issue.
Whether it resolves the problem or not, your entire system remains vulnerable to harm because of that low-quality PSU. When it fails, it can carry away the rest of your system.
If I can't solve the problem in 2-3 days, I'll likely send back the card, but I still want to try fixing it.
Check the PCIe version configured in your BIOS. If it is auto, attempt to force it to version 3.
It requires a lot of effort, but you can take the PSU from another system and apply it to your rig along with the card.
