Those are fan headers, just like the ones on a motherboard. I have no way of telling just from the picture, but I suppose it's possible your system has a fan controller inside, which allows you to control the speed of various fans connected to those fan headers. So you could connect regular case fans to those headers, or you could just leave them be. Besides that sata power connector from the water pump on the fan, there's another cable with a single wire with a connector at the end. That's a fan connector, but it only has one wire because the other wires were for power and the cooler gets the power through the sata connector instead. The lonely wire is the wire which usually tells the motherboard the fan speed (how many rpm) ... in this case it tells the motherboard how fast the pump inside the cooler spins.
