After a couple of minutes, it randomly turns on all four lights and then settles on the VGA and BOOT problem lights. I’ve experienced VGA and Boot lights activating together before. On one occasion, switching to a different HDMI cable resolved the issue. The following time, adjusting the riser cable helped fix it.
The issue turned out to be the monitor I was using for setup. The computer didn’t accept it, so I switched to another monitor and it functioned properly afterward.
