There seems to be some power or lighting issues on the board. It looks like the PSU might be failing, possibly due to a long period of dust buildup, which could have caused the problem. Upgrading the board would be a better solution than just replacing it, but it’s not worth the cost.

I considered the possibility that the PCI-E power delivery cable might be damaged, but I believe the issue could be more related to the board itself. Since power comes from the PSU rather than the motherboard, it's reasonable to think the GPU would still show some indicator like fan speed or LEDs. Another point I made was that everything else seems to work, and the motherboard appears intact enough to boot the OS. I realized I missed having him test a different PCI lane from the one his previous card used, which was likely the top lane. I plan to have him try another lane next as part of troubleshooting. It seems the PCIe trace on the board or a nearby electrical part might be affected. Other slots could function, but it's uncertain.

Verifying through audio and motherboard signals. He entered his desktop, then we launched Discord using keyboard commands. He managed to connect, answered a call, and streamed a YouTube video—confirms it’s fully booting into the OS.

I haven't tested it yet, I thought it might be a hardware problem since the screen isn't showing any input. Still, it might be worth checking.

We switched to a different path and this attempt got the fan and lights active, but the video remains absent... unclear how to interpret this. Likely we'll need to swap out the motherboard next.
