Have you attempted removing the video card and disabling the built-in graphics during your troubleshooting? Even connecting your display directly to the integrated graphics to check for output might provide some clues. Usually, I anticipate the motherboard would stop functioning on video if a problem was detected with the card, though it's difficult to confirm due to various possible issues.

I attempted without using a GPU with integrated graphics, but nothing altered.

Your motherboard features two 8-pin CPU power connectors. Adding another cable would be possible if you wanted to push your CPU overclock beyond normal limits. These are identified as CPU_PWR1 and CPU_PWR2. Consider transferring the 12V CPU supply to the alternate connector. Some motherboards need a specific power input on one connector when using two power leads during overclocking. Many compact PSUs only provide one CPU power connector. If your power supply has two connectors, use both. Avoid mixing them with PCIe power cables for graphics cards, as the connection requirements differ to prevent mistakes.

I didn't expect your PSU only has a single EPS12V connector, which makes it likely Misgar found the problem. The right connector (nearer the socket) should be the one the cable connects to. If it's already there, trying the other won't help much. According to the manual, CPU_PWR1 is the correct choice.

I understand you're connecting something to the CPU_PWR1.

If you don't have another PSU to try out, there's the possibility you dropped the CPU into the socket and bent some of the fragile pins.
Very carefully, remove the CPU and check the pins in the socket with a magnifying glass, or photograph the pins and enlarge the picture.
If any pins are bent, you might be able to straighten them with a sharp sewing needle. but take care, they snap off easily and then it's probably new mobo time.
Sometimes just re-seating the CPU fixes the problem.

I will attempt that again, but I've faced similar problems before after replacing my motherboard; this isn't the first time I've installed a CPU. I'll double-check the installation just to be safe.

Sure, here are more details about the Debug LEDs. The manual's page 55 contains the code and color list that will be useful for us.

There's a vague chance your combination of mobo/cpu dislike your choice of RAM. Difficult to check unless you have access to alternative RAM. I've not experienced problems running bog standard memory on AMD builds, despite the fact I chose RAM came with Intel (XMP timings, not AMD EXPO timings.

Great news everyone, the PC is now working properly. The problem was with the CPU, which I replaced with a Ryzen 7 9700X and everything functions as expected. Thank you for your assistance!🔥
