Recently I upgraded my PC:
AMD Fx 6300 CPU
Asus M5A78L-M/USB3 MORHERBOARD
CORSAIR CX 550 (newer edition) PSU
8GB DDR3 RAM
1TB TOSHIBA HDD
1080p IPS LG SCREEN
NVIDIA GT 730 2GB GPU
with RX 570 4GB GPU. I expected to play games at 1080p high settings, but it didn’t work. FPS dropped from 60 to 40 during gameplay. I also have a laptop with:
NVIDIA GTX 950M 2GB GPU
8GB DDR4 RAM
1080p IPS SCREEN
INTEL i5 6300 HQ CPU
1TB HDD + 256GB M.2 SATA SSD
I tried Dragon ball xenoverse 2 on both devices, but the laptop kept 60 FPS in game while the PC slowed down. I’m puzzled as to why this is happening.

Could the GPU be limited by the CPU in specific game sections? Have you checked overall CPU usage and individual core performance to identify any cores operating at full capacity during those FPS drops?
Based on your motherboard, it seems the CPU isn’t overclocked (it shouldn’t be on that board...)

CPU isn't fully loaded, while GPU remains at 100% continuously. I'll attempt that. Any suggestions?

I tried DDU, and I deleted my old Nvidia drivers, but it's still doing same FPS drops! Here's screenshot while in game:
