The MSI GT730's GPU and memory clocks drop below 500.
I'm new to computer and hardware topics. My graphics card usually runs at 1000MHz for the GPU clock and 2500MHz for memory clock, but I've seen both drop below 500MHz even when not playing games. This seems like a possible issue or a halt state, isn't it? I've also noticed things running slower sometimes when those speeds are lower.

it a power saving feature in the drivers. if you want go into the nvidia control panel set it to max performance to keep the gpu from downclocking.
if you're talking about the power management mode it was already on "prefer maximum performance" setting
you have to go into the GPU control panel and adjust the settings there also keep in mind the 730 isnt really a gaming card but when not gaming the GPU loweres its speed to conserve power
