It appears MSI handled the situation poorly. Both the TUF a520m plus Wi-Fi and the MSI B450M Pro Max support 3600 native and 3200MHz memory speeds. The Asus TUF a520 functioned twice before, allowing restarts when it failed. Restarting only worked if I powered off the machine. I tried reinstalling CPU, GPU, RAM one at a time, using just the boot drive, clearing CMOS (removing battery), etc., but nothing helped. It occasionally restarted again, then never did. I flashed the latest BIOS using a USB stick, but it didn’t work. I suspect the original owner moved on, but the B450M Pro Max is similar in price and has a more robust VRM design (no heatsinks). It features an 8-pin CPU connector instead of the 4-pin on the B450M A Pro Max.
