My mobile is an ASRock H61-M vs3 DDR3 slot and doesn't start up to the BIOS until I take out the CMOS battery and put it back in (sometimes even reset it using the jumper on the board). Occasionally it also fails to boot until both the keyboard and mouse are connected.
It appears this happens only when power is fully cut off (disconnected socket).
I purchased this used version in 2013.
I've already tried changing the CMOS battery.
