The motherboard doesn't support speeds above 4.2 GHz. I'm using an Intel 7600K with 16 GB RAM on a GIGABYTE GA-H270-HD3 board.

You lack an overclocking board; it isn't Z170 or Z270. It seems the board enables multi-core optimization, letting all cores operate at 4.2ghz.
