You're thinking about a cost-effective build and want to explore CPU overclocking for better performance.
P.S. Prices in Canada might vary a lot.

What are you full system specs? What case do you have it in?
The 2600 at stock will turbo to 3.9GHz, and the stock cooler is sufficient, assuming decent airflow in the case.

this is the part list i chalked up so far [https://ca.pcpartpicker.com/list/QXpgjy]
Edit: i meant overclocking the base clock

That's what I'm suggesting though, based on stock specs you won't get much beyond 3.9GHz, and that performance is possible with a stock cooler.
For your parts list, it would be better to choose a 2x4GB 3000MHz setup instead of the 1x8GB 2666MHz one.
Ryzen gains significantly from dual-channel and quicker DDR4 rates.
The BR isn't the top power supply available, but it should suffice for a 2600 + 570 configuration.
