Enable Afterburner, monitor GPU and CPU activity. On CS, the issue is probably CPU limited. Disable all background apps and review Task Manager for heavy consumers.

From gpu-z, cpu-z, and MSI Afterburner it appears my GPU usage is about 84% while in game (PUGA), I don’t think it’s a bottleneck, since if it were the issue, I’d have experienced this at lower settings like 60Hz.
