I conceived of a plan to deposit 320 Indian Rupees (the smallest possible amount) into my Steam account, believing it would equate to $5 USD. However, this wasn’t the case, preventing me from purchasing inexpensive cosmetic items (it was disappointing). I now want to buy a $5 game by utilizing those rupees in my Steam wallet and Paytm/PayPal wallets, then refunding the game back to my Steam wallet instead of adding another 320 Rupees. Will this resolve the issue, or has Steam unfairly taken advantage of me?

I'm uncertain. You might possibly utilize the Steam Wallet to cover the remaining cost with PayPal; Nintendo employs this method, though I don’t know if it applies to Steam.

Regarding PayPal, it appears that any items sold are deposited into your account. This allows for purchasing skins using both your wallet and PayPal without restriction.

I believe I now comprehend the situation. If skin unlocks are limited until a $5 purchase is made, I’m unsure how that would function. Would returning a $5 game also remove the restriction? I'm not certain.
