DirectX comes from Microsoft and handles graphics, sound, and input. PhysX is from Nvidia and deals with physics simulations. Nvidia stopped supporting 32-bit CUDA, which mainly impacts older games using PhysX for physics—this doesn’t seem to affect this game based on what I found. It’s more likely a game-related issue that isn’t compatible with newer DirectX versions.
