You cleaned your PC, replaced the CPU fans, and found liquid stains or burn marks near the chokes and capacitors. The system ran smoothly with no performance problems or crashes. No overclocking was done, and the device never got wet. Your specs are standard, but the marks suggest possible overheating or moisture exposure. It’s unlikely you need to replace the motherboard unless these spots persist or worsen.

It seems to have a greasy appearance, so I believe it's likely made of thermal pads and that's acceptable.

You can clean it using isopropyl alcohol and a cotton cloth. It doesn’t necessarily mean the thermal pads need to be replaced.

Thermal pads can develop a greasy film over time. This isn't an issue or a malfunction. It doesn’t harm anything and doesn’t require replacement. If it bothers you, you might consider using a bit of alcohol for cleaning.
