To clarify, I didn't encounter the OP's issue and the November update wasn't downloaded or scheduled yet. Get the installer from 'Upgrade now', not 'Download Tool Now'. Install it and proceed through the steps. The process downloads the full package, which may take time and isn't ideal for data-limited connections.
