You should be able to obtain the 1511 build (including the November patch) using the 'Upgrade now' option here. I'll check again soon. EDIT: Confirmed it functions for 7 and 8.1, even with 10 as well. I transitioned from 1510 to 1511 without any problems. To clarify, I didn't encounter the OP's issue and the November update wasn't downloaded or scheduled yet. Get the installer from 'Upgrade now', not 'Download Tool Now'. Install it and proceed through the steps. The process downloads the full package, which may take time and isn't ideal for data-limited connections.

If you’ve been using Windows 10 for under 31 days, the November update won’t install immediately. You’ll have the option to revert to your earlier version. Once the 31-day period ends, your system will automatically receive the update.
