BIOS is the latest version for model v328, no updates since 2021. Just re-running the installer for a quick verification, no changes noticed.

I've checked 3 times already—once after upgrading RAM, once when updating BIOS, and again during troubleshooting. For fun, "Aww it didn't work lol."

You might consider the Notebook fancontroll software, though I’m unsure if it functions well with laptops. It seems designed mainly for non-gaming machines where fan settings are fixed, not easily changed. You could try it anyway—likely you can customize the configurations yourself. The alternative would be...

Hardware keeps track of all return proper RPM for the fans during startup, but the software seems to ignore it and keep rising

The replacement should have addressed it, but if I had filed a return, they’d probably just reflash again, discover the problem persists, then declare the device out of production with no options left.
