Solved! Hey, fans! The laptop connects to a wired network but not to WiFi. I’ve built several desktop systems, but I bought a Dell Latitude workstation in 2009. We intended it for live performances, but it didn’t perform well, so it was rarely used. I upgraded the hard drive myself and now everything works smoothly. It’s a top-tier Dell model from that year (lol), featuring an Intel Centrino processor (Core 2) and Samsung SSD. Back then, I spent around 3K on it when money was still valuable, and it feels like brand new. Initially ran on Vista OS, but switched to Windows 7 after the SSD upgrade. It connects to a wired network fine, but fails to establish a connection over WiFi. I tested it in two different locations using unrelated networks. WiFi is enabled, it recognizes various networks, but when it tries to connect, it reports “Windows cannot resolve your wireless connectivity issue.”

I solved it! I became frustrated enough to delete all Networks listed in Open Networks and Sharing, and after removing them, when the desired network appeared, I connected and succeeded. It was attempting to link to networks it remembered even though they changed. Thank you!
