The issue with my brother's computer not posting is unclear.
When attempting to boot the PC, red indicators would illuminate from the DRAM, CPU, and then transition to VGA, remaining there. Changing RAM modules only caused the CPU and VGA to flash, while connecting monitors directly to the motherboard still failed to initiate startup. We suspect the motherboard might be faulty.

Thermaltake is the brand of the PSU, and 750W is the claimed power output. What model is the PSU? How old is the device?
We also attempted connecting the monitors directly to the motherboard, but it didn't work.
Your CPU doesn't have an integrated graphics unit because that processor generation from AMD only included APUs.
Can you transfer the processor to another functional motherboard with the appropriate BIOS version?
Unless the CPU is 2700G, posting without a dedicated GPU isn't feasible. The VGA warning light indicates the GPU is detected. The only solution is to test elsewhere or use another dedicated GPU. You might also attempt using that GPU in a second PCIe x16 slot—it's slower but could resolve the issue if the problem lies with the first slot.

category - f psu. Even if the psu is brand new, i'd recommend replacing it right away because its internal components are poorly constructed.
source (borrowed, not purchased) a dependably built 650w psu from a friend or neighbor to help address the issue.
i suggest exchanging your components onto another functional motherboard (except the psu) and observe any improvements. No, we can't suggest buying parts just to test them since that would result in having duplicate parts, which could be useful for rebuilding another system but not for actual upgrades. That's why we advise using reliable components for troubleshooting instead of purchasing them outright.
