I've tried restricting GPU usage limits and adjusted your monitor's refresh rate settings, but screen tearing persists. It started with the 1660 Super and now affects the 4070 with a 60Hz display. Any further advice?

No, I did not enable V-Sync in the Nvidia control panel.

Or using Fast Sync. However, the answer would involve adaptive sync, G-sync or Freesync.
