yeah i have this old pc with an amd a8 9600 cpu and a b350 pro vdh mobo. i tried overclocking and it worked okay in hardware monitor and cpuz, showing max clock at 3.8ghz but under stress it only reached 3.1ghz with 100% usage. i changed the multiplier to 38 and cpu voltage to 1.275v, thought maybe thermal throttling was the issue but the temps stayed low. i’m not sure what went wrong or if it conflicted with msi command center app, since it happened before. i just reset it back to default to check again, but i couldn’t find anything similar. i’m really confused.

Check if your VRMs are reaching their temperature limit by looking at the "Performance Limit Reasons" in HWiNFO64's sensors section during a 3.1Ghz downclock, and observe if any alerts appear.
