The issue of Steam not identifying games installed on your computer has been resolved.
I recently acquired a new solid-state drive and performed a fresh installation of Windows 10 on it, necessitating the erasure of an existing hard drive containing Windows and Steam. After reinstalling Steam within Windows on the new SSD, I discovered that it displayed all my games as uninstalled despite them being present on a separate hard drive. Attempting to manually install one game triggered another download, and relocating the files directly to the Steam directory on the SSD proved impossible due to its limited 250GB capacity, considering my extensive game library—nearly a terabyte in size. If anyone has a solution to this issue, please advise. Thank you.
You will need to reinstall your games. Currently, both Windows and Steam are inaccessible. Even if located on a separate hard drive, Windows—and consequently Steam—are unable to locate them due to improper installation.
I relocated the game to its standard location and subsequently initiated the installation process, which prompted a message indicating existing files were being detected. I believe I've identified a solution to address this issue.
