I encountered some issues with Windows after reinstalling it. I'm stuck trying to set the language, and the PC keeps restarting before I can proceed. It's frustrating, especially since I'm trying to finish my online school work. Could someone assist me?

I put in Viber and Messenger as installers, but it damaged the system, which was unusual for me.
