I am certain it continues to occur. It relies on the makers of the laptop. I would check reviews prior to buying one based on that factor.

If it reaches Tjmax during heavy usage but maintains at least above baseline clocks, that's typical and expected behavior.
If it occurs under light loads or falls below baseline clocks, there may be an issue.
You can turn off the advanced turbo options or adjust the lower temperature target in BIOS to achieve desired results.
