Make sure your backplate is in place and check if the fan is installed properly. Adjusting whether you push or pull shouldn't affect performance at these temperatures. Using the 212 setting without a fan might improve cooling efficiency.

This method relies on the instruction set for MV and isn't related to temperature data, but I still favor OCCT. Remember, never use passmark in your signature; it's a poor program and highly inaccurate. If your throttling settings at stock with a 212 EVO indicate a misalignment, your CPU cooler might not be properly mounted.

1.25 is a bit too high for the EVO; I'd suggest 1.22 at most, and I wouldn't use it in the summer. A 1.2v would be more suitable for acceptable temperatures.
