I own an i5 4590 with 18 GB of RAM. It worked smoothly for games about four days ago, but now it keeps throttling even when the game uses only 50-60% CPU while everything else stays under 5%. That doesn’t make sense to me. I’ve reset the PC, wiped the drive, and updated everything. I’ve tried all the troubleshooting steps I could find, but nothing helps. I’m unsure if my CPU is failing or if something else is causing the issue.

Seeing high CPU usage can be confusing. It often means multiple processes are running at once, such as apps, background tasks, or system updates. Check which programs are consuming the most resources to identify the cause.

where does the remaining 40% come from? Also, this wasn't the situation about 5-6 days ago. Everything proceeded smoothly and the CPU stayed below 80%.

The search function isn't needed during gameplay. It may cause Windows Defender Antimalware to consume CPU resources unnecessarily. Use the Task Manager Details tab for accurate CPU usage information instead. Consider using ThrottleStop for better control. Share a screenshot when your computer is idle at the desktop with no applications running. Include images of the FIVR and TPL windows. Capture another ThrottleStop image while you're in the middle of a game if Utilization remains high. The Limit Reasons window could indicate a throttling cause. If any component turns red, take a screenshot of it as well.
