Your OC setup is working as expected. The BIOS and CPU-z both report 1.296, which is correct for your i7 6700K at 4.4GHz and 1.3v. The HWMonitor showing different voltages might be due to sensor placement or calibration differences. The DRAM voltage being slightly lower (1.35v) and the gradual updates when adjusting it are normal behavior, so it’s acceptable.
