It’s safe to remove hiberfil.sys if you’re certain it’s no longer needed. Just confirm the file is truly empty before deleting.

You cannot remove it. It's a system file. To eliminate it, disable hibernation.

powercfg -h off. I strongly caution against doing this. Without it, any data you had open when the system was asleep will be lost.

Turning off hibernation also turns off the Fast Startup option. This means your computer will need more time to boot after a shutdown.
