The term latency refers to network delays, while framedrops relate to hardware performance. Latency indicates a specific delay, but framedropping doesn’t introduce it, so it can’t cause lag. As I mentioned earlier, reducing draw distance improves gameplay. This idea was highlighted in the post you referenced. You might want to check it out.
