Hello everyone, I hope this message finds you well. First, please accept my apologies for the lengthy note. The return process is complete, but I’m still trying to figure out what’s going wrong. My RTX 3070 Aorus isn’t delivering enough performance for my requirements, so I upgraded to a Gigabyte RX 9070 XT Gaming OC. Despite many attempts, I couldn’t get any display output from the new card.
After researching, I tried booting in Safe Mode using DDU and then powering off the system. Once uninstalled the NVIDIA drivers, I shut down the PC completely. After removing the old card and installing the new one, the fans started up and the RGB lights came on, but the screen stayed black. The DisplayPort cable was connected to the GPU, not the motherboard, and the monitor didn’t show any signal loss. The motherboard’s VGA LED also turned red. Connecting the GPU cable to the motherboard didn’t help.
I reinserted the GPU and double-checked all 8-pin connectors—everything seemed correct. Restarting with the DisplayPort cable connected to the motherboard occasionally produced an image, and Windows would load. Reinstalling the old NVIDIA card worked fine.
Looking into BIOS settings, I found they could sometimes cause problems, so I reset the BIOS using the hardware switch. After that, I managed to get a display image once, though I can’t confirm if it was the GPU or an iGPU. When installing drivers, the system didn’t recognize any AMD GPU, even when using my 12M Pure Power 850W power supply.
I connected the DisplayPort cable to the motherboard instead of the PSU, which had some effect. The fans and RGB stayed on continuously when the PC was turned on. I suspect the power supply might be the issue. When testing with the old card, the LEDs above the 8-pin connectors lit up—only one on the Radeon side.
I’m using a pure power unit with 850W, and I’m connected to the 12V1 and 12V2 rails via the supplied PCIe cables. These are split cables, meaning one rail has to support two 8-pin connectors. My RTX 3070 handled it without problems.

High confidence it's your power supply unit. I suspect this might be your new card. The three 8-pin connectors on the card show power LED signals. If only one indicator turns on, the card isn't receiving full power. Your PSU only provides two 8-pin PCI-e ports. The positive news is you likely haven’t harmed the card, but you’ll need a different PSU capable of supporting the three 8-pin PCI-e connections it has. Something like this would work.
In theory it should work, but if the power LEDs on your card aren't illuminating, it indicates a lack of power supply. On cards with higher power requirements, some PSUs may struggle to provide sufficient power through the limited 16-pin interface on the GPU side, especially when compared to the 8 pins on the PSU side.
