It's unclear how you arrived at those symptoms since the tensioner knob doesn't need assembly. Did you skip step 4? You should also add weight to the chair to push the hydraulic piston if it's fully raised. Most tension knobs require some pressure to turn properly—holding onto them firmly is important.
