Yesterday a massive storm hit and cut power for several minutes. When I restarted my PC, I saw my FPS hovering around normal levels of 50 to 60 frames per second. However, during actual gameplay it felt unusually choppy with noticeable stuttering, while the audio remained affected but the FPS stayed consistent.
