I believe the frame pacing is problematic. What equipment are you working with? Have you enabled V sync?

I think it's trying to sync every frame, which is VSYNC. On my PC with GTX 1050 i5 4690 and 8GB RAM, it works fine even in singleplayer at 1080p.

Multiplayer may put more strain on the CPU occasionally, test it using V sync off.

It might work the same, so I’m better off getting a new CPU. Buying an SSD won’t help it run smoothly—it would just be fixed on the CPU side.

Uncertain if a new CPU would help, the problem might be linked to the game. I haven’t reviewed the benchmarks yet, so I’m not confident.

V-Sync ensures the graphics card pauses until the display updates, allowing it to start a new frame.

You're not relying on HWmonitor, are you? It's unclear what triggers the issue, but running it in COD ww2 MP causes this odd stuttering. Other options like core temp, etc., work fine. The CPU usage in the game stays high yet the 4690 runs smoothly. My wife's PC maintains 90fps with VSync on her 3570k. Almost all maximum settings function without stuttering. If these aren't disabled, try disabling Subsurface scattering and Medium distance AO. Enable Shader Preload.

The program is called OpenHardwareMonitor. It’s installed on your PC, even if you don’t have it open.
