I opened Task Manager and immediately on the performance section it indicated that CPUs 2 through 7 were idle.

This situation has never occurred before, and I've had the PSU for as long as I've had my second GPU. If it's related to power consumption, could this have happened earlier?

PSUs lose efficiency gradually. This might indicate wear... Consider using just one GTX 960 and if the issue resolves, you should replace the PSU.
