I've attempted DDU and reinstalling again, even reformatting. This is my standard benchmark but for some reason the games keep dropping frames and fluctuating between 144, 60, 144 and 20—it's consistently unplayable with my rig. It shouldn't happen like this.
Stop using the internet and close all background applications.
Remove every GPU driver using DDU (clean your system and do not restart).
Uninstall all processors—this is essential. Ensure it’s set to 16 on your device since it requires 16 threads. When prompted for a restart, select no and continue uninstalling all processors in Device Manager.
Restart the PC to BIOS mode, turn off AMD FTPM and secure boot (if enabled by default), save changes and exit. Return to BIOS, flash to the latest BIOS (version 7C02v3F2 with agesa 1.2.0.7), then after completion, select default or optimized settings, disable CSM, save and exit. If you cannot boot with CSM disabled, re-enable it.

Activate the above 4G Decoding and Resizable bar options (these features are unavailable unless CSM is off).
Boot into Windows and install the newest chipset driver (version 4.06.xx recommended), then restart.
After installation, verify in Control Panel > Uninstall a Program that says AMD Chipset Software—confirm it’s updated to version 4.06.xx.
Check the power plan to ensure Amd Ryzen Balanced is selected instead of the regular Balanced Power Plan.
Install the latest NVIDIA driver, then reconnect to the internet.
*Proceed with these steps offline until the reboot after installing the chipset driver, and consider rebooting to BIOS afterward to apply XMP settings and previous configurations. If using only two sticks, place RAM in slots 2 and 4.*
Prepare the necessary files before starting step 1.
Execute cmd as administrator, then run chkdsk /x /f /r, followed by sfc /scannow.
Verify Windows updates and install any available ones (excluding the optional update).
Ensure the PSU connected to the GPU uses a single PCIe cable per slot (use the main cable, not the branch or split cables).
So I tried all the advice you gave me, but games like Fortnite keep dropping below 144fps, and then it goes down to 4 to 60 to 3 to 100, and I'm not sure what to do now :/
I believe the change to UE5 in the latest update could be the reason for the issue (not fully optimized yet), as I've also experienced it. I'm currently using DX12, and I've started noticing this only now. My settings remain the same as before. Maybe wait until the fix is applied?
