Looking at the trailer from E3 suggests it might be a PS4-only title. After checking Amazon, it appears listed for PC as well. It seems the game could be moving to PC soon.

I question if it's just for PlayStation 4. Sony would have mentioned it repeatedly until everyone understood. I think they wouldn't be ready to give up two-thirds of their earnings unless Sony offered a massive sum of money. Then Sony would have made sure people knew it was exclusive.
